THE CHALLENGE
Refugee and migrant accommodation is rarely a short-term issue. Host countries must therefore develop sustainable solutions that extend beyond temporary shelter and emergency assistance.
The effective management of refugees, migrants and asylum seekers requires structured accommodation, protection, education, healthcare, vocational development and social-integration programmes. These measures should help residents live safely and with dignity while respecting the laws, customs and social values of the host country.
At the same time, host communities must receive appropriate information and support to encourage mutual understanding, social cohesion and respect for human rights.
Leaving vulnerable populations without adequate accommodation, supervision, services or opportunities can lead to exploitation, insecurity, social tension and serious humanitarian consequences.
WHAT WE DO
We design, construct, equip and manage purpose-built shelters for refugees and migrants. Our turnkey solutions include the design and supply of all raw materials, prefabricated units, finished products, infrastructure and operational systems required for the complete development and day-to-day functioning of each facility.
Depending on the location, intended capacity and specific requirements of the competent authorities, a shelter may include:
- NATO-type security fencing, supported by surveillance, access-control, alarm and emergency-response systems.
- Self-contained, container-type accommodation units based on standard 20-foot and 40-foot ISOBOX structures. These units can be fully equipped for families of four to five people or configured as larger accommodation facilities for individual men, women and unaccompanied children.
- Central food-preparation facilities, food-distribution centres, dining areas and restaurants.
- Kindergartens, schools, classrooms and vocational-training facilities.
- First-aid centres, medical stations and basic healthcare facilities.
- Dedicated places of worship appropriate to the residents’ cultural and religious requirements.
- Indoor recreation rooms and communal social-gathering areas.
- Internal road networks, sewage and drainage infrastructure, together with plug-and-play connections for electricity, water, telecommunications and internet services.
- Playgrounds, parks and sports facilities.
- Central warehouses, storage facilities and distribution centres.
- Fire-prevention, fire-detection and firefighting facilities.
- Internal minimarkets and essential-goods outlets.
- Security stations, reception areas and administrative-management facilities.
- Additional infrastructure and services determined on a case-by-case basis according to the shelter’s population, location and operational requirements.
SHELTER MANAGEMENT AND RESIDENT SUPPORT
In addition to constructing and equipping the required facilities, we can undertake their operational and administrative management. Our approach is based on dignity, safety, accountability and sustainable social integration.
Our services are designed to:
- Treat refugees and migrants fairly and with full respect for their fundamental human rights.
- Provide safe, appropriate and dignified accommodation.
- Deliver nutritious meals while considering medical, religious, cultural and other special dietary requirements.
- Provide primary healthcare, first aid and access to appropriate medical support.
- Maintain a safe and secure environment for residents, personnel and neighbouring communities.
- Establish appropriate registration, monitoring, supervision and safeguarding procedures in accordance with applicable laws and data-protection requirements.
- Inform residents about the laws, customs, responsibilities and social values of the host country.
- Support governments and local authorities in promoting awareness, mutual respect and constructive relations between residents and host communities.
- Provide access to education, language courses and vocational training.
- Develop residents’ skills and facilitate lawful employment opportunities, where permitted.
- Support gradual social inclusion and constructive participation in the host community.
- Provide coordinated, long-term assistance across the principal aspects of residents’ daily lives.
INDICATIVE SHELTER CONFIGURATION
Total Capacity and Site Area
The proposed shelter is designed to accommodate 4,992 refugees and migrants within an area of approximately 60,000 square metres.
Accommodation
20-Foot ISOBOX Residential Units
The first accommodation zone comprises:
- Three sectors.
- Three blocks per sector.
- Four communities per block.
- Two floors.
- Twelve fully self-contained 20-foot ISOBOX apartments per community.
- Four residents per apartment.
This provides:
- 288 residential units per sector.
- 1,152 residents per sector.
- 3,456 residents across three sectors.
- 40-Foot ISOBOX Residential Units
The second accommodation zone comprises:
- Two sectors.
- Two blocks per sector.
- Two communities per block.
- Two floors.
- Twelve fully self-contained 40-foot ISOBOX apartments per community.
- Eight residents per apartment.
This provides:
- 96 residential units per sector.
- 768 residents per sector.
- 1,536 residents across two sectors.
- Total Accommodation Capacity
- 20-foot ISOBOX units: 3,456 residents
- 40-foot ISOBOX units: 1,536 residents
- Total shelter capacity: 4,992 residents
Central Food-Preparation Facility
The shelter includes one central food-preparation facility, together with the necessary:
- Food-storage warehouses.
- Refrigerated and dry-storage areas.
- Hygiene and quality-control facilities.
- Meal-packing and dispatch areas.
- Central distribution centre.
Food-Distribution and Dining Facilities
The shelter includes four food-distribution centres, each supported by a restaurant and dining/socialization hall.
Each facility is designed to serve up to 1,500 people within approximately 2.5 hours, subject to the final serving arrangement, meal schedule and operational plan.
4HumansCare Project
The primary objective of the 4Humans Care project is to address the principal challenges faced by refugees, migrants and homeless people, particularly in relation to coordinated accommodation, adequate nutrition, essential services and the development of properly organized internal infrastructure.
The project places particular emphasis on the social inclusion and gradual integration of refugees and migrants into their host countries, providing them with the support, skills and opportunities required to rebuild their lives in a safe, dignified and sustainable manner.
Acting as the Main Project Manager, Project Coordinator and Principal Supplier, our company delivers comprehensive, turnkey solutions covering the design, construction, equipment, infrastructure, organization and operational support of accommodation facilities.
Working in cooperation with competent national and local authorities, international organizations and non-governmental organizations, we develop solutions adapted to the particular humanitarian, operational, cultural and social requirements of each country and project.

DESIGN, CONSTRUCTION, INTERNAL ORGANIZATION AND MANAGEMENT OF REFUGEE AND MIGRANT SHELTERS
We specialize in consulting and the supply of materials, products and support services related to defence, safety and security, military logistics and humanitarian projects.
Our company is duly registered with NATO and is an approved supplier on the United Nations Global Marketplace (UNGM).
Our key personnel comprise highly qualified professionals with advanced academic and professional credentials and extensive, proven experience in the military, commercial, defence and security sectors, as well as in the logistical support of large-scale governmental, military and private security operations.
In cooperation with non-governmental organizations, construction companies, specialized manufacturers and support-service providers worldwide, we undertake the roles of Main Supplier, Project Coordinator and Main Project Manager for the delivery of comprehensive, turnkey solutions covering the design, construction, internal organization, operational management and logistical support of refugee and migrant shelters.
These facilities are designed and operated in accordance with the applicable standards and guidelines of the United Nations, including the United Nations High Commissioner for Refugees (UNHCR), and the European Union. They are intended to accommodate large groups of people affected by natural disasters, armed conflicts or humanitarian crises who are unable to meet their basic needs, including safe accommodation, food, potable water, essential healthcare, protection and security.
In close cooperation with the competent national and local authorities of each host country, we may also contribute to the registration, classification, monitoring and administrative management of refugees and migrants, as well as to their orderly integration and social inclusion. In carrying out these activities, particular consideration is given to their cultural, religious and linguistic characteristics and to the needs and sensitivities of the communities surrounding each shelter.
